PRD Municipal Services was founded by an engineer who has done this work from inside a city — reviewed the plans, managed the consultants, briefed the council, taken the resident calls. Behind the firm is founder and owner Trent Perez, P.E. (TX PE #103701). What follows isn't a resume — it's the answer to a fair question: why should a city trust an outside firm with work this close to home?
The consultant's side of the counter
Trent spent more than 25 years in design practice, across nearly every category of development a city ever reviews — industrial and commercial sites, retail, school campuses from elementary through higher education, and municipal facilities like fire stations and city halls. He learned what review looks like from the applicant's chair.

As Assistant City Engineer for the City of Pearland from 2008 to 2012, he did the work from inside a city through its historic growth years — reviewed the plans, managed the consultants, briefed the council, took the resident calls.

The dais
Pearland voters later put him on the other side of the counter entirely: six years on City Council, from 2016 to 2022, including a term as Mayor Pro Tem. He has answered for a timeline in a council chamber and at the grocery store.

He founded PRD Land Development Services in 2015, built it into a working civil engineering practice, and sold it in 2024. Then came the unusual part: PRD Municipal Services was built without a design lane — deliberately, permanently.
